Eligibility Manitoba Hydro offers to The University of Manitoba an annual fellowship as a memorial to Donald M. Stephens (B.Sc.CE/31; LLD/66), chairman of Manitoba Hydro for many years before his death. Dr. Stephens, a former Manitoba Deputy Minister of Mines and Natural Resources, was a man of national stature in the fields of hydro and nuclear power. He represented Manitoba on many interprovincial and national boards and commissions. In addition, he served Canada on the International Joint Commissions. In addition, he served Canada on the International Joint Commission, a body with wide-ranging duties in relation to boundary waters and other jurisdictional problems referred by Canada and the U.S.A. In 1967 he was awarded the Vanier Medal, given annually for outstanding achievement in Canadian public service.
The value of this fellowship shall be divided by the selection committee between the Stephens Fellow and the university department in which he or she is pursuing a graduate study program. This fellowship shall be awarded to a student who:
  • (1) currently holds either a fellowship offered in a Canadian national competition (commonly known as a national award—e.g., National Research Council Postgraduate Scholarship) or a University of Manitoba Graduate Fellowship;
  • (2) is registered at the University of Manitoba as a full-time graduate student in a study program bearing upon, or related to, the electric power industry;
  • (3) is a Canadian citizen or has permanent resident status.
  • If, in the judgment of the selection committee, there is in any given year no candidate of sufficient merit to warrant receipt of this fellowship, no award will be made. A recipient of this fellowship, provided he or she continues to meet the conditions of award detailed above, shall be eligible for consideration of subsequent awards of this fellowship but only in competition with all other candidates.
